About this proposal

Any questions and comments are welcome to me.

This is my proposal to the next version of Servlet Specification and JSP Specification. (NOTE: The current version of Servlet Specification is 2.2 and of JSP Specification is 1.1 .)
Before I'll describe my proposal to the next Servlet Specification, I'll report you the difficulties we (the enthusiastic developers in the Tomcat developer mailing list) have in decoding POST parameter with 2 byte charcters. So this documentation consists of the following sections:
